In my telegram No. 31 four series to the Foreign
office (repeated to you as my telegram lio. 3 Tour serios)
I referred to the question of finding a British education-
alist to serve on the Board of Trustees to be set up under
the agreement for the return to China of the British share
of the Boxer Indemnity, and reported that I had tentatively
mentioned the name of the Chancellor of longkong University
in this connection.

I have the honour to transmit to Your Excellency
a copy of a record of the conversation in the course of
which I put forward this suggestion to the Chinese :inister
for Foreign Affairs.

You will notice that during this conversation
Dr. Wang, speaking, as he was careful to emphasise, private
ly and unofficially, made certain remarks as to the good
effect which might be expected upon opinion in China if it
were possible to increase the Chinese element in the
Hongkong University.
4.
while the policy of the University is a matter
wholely outside my province, I thought that, in view of the
bearing of this question on relations between China and
hongkong, that I was right in informing Dr. ang that, if 1
communicated his suggestion to you in an unofficial manner,
it would have your careful consideration.
